Workforce development: As former Speaker, Larry Householder eliminated construction from the 16 and 17-year old youth mentoring program. ABC of Ohio should work to include construction in the youth mentoring program statute, which will allow them limited power tools use on a job site after they have received OSHA training and while working with a job site mentor. How important is this issue to you?
Workforce development: Require middle schools to promote career technical opportunities to their students and offer industrial arts classes to seventh and eighth grades. How important is this issue to you?
Workforce development: The Ohio Department of Education offers industry credentials on high school diplomas to certain graduates, including some which are construction related. These credentials often have limited job applicability. ABC should promote construction industry credentials for graduates that better match apprenticeship training. How important is this issue?
Workforce development: Ohio currently spends millions of dollars annually paying for high school students to obtain college credit. ABC should promote legislation to also pay for apprenticeship and craft training in US Department of Labor certified apprenticeship programs for high school students. How important is this issue?
Prevailing wage: Repeal prevailing wage for all projects using state money. How important is this issue?
Prevailing wage: Allow local governments and public universities permissive exemptions from prevailing wage requirements. How important is this issue?
Prevailing wage: Restore the exemption from prevailing wage for transportation improvement districts (TIDs). How important is this issue?
Project labor agreements (PLAs): PLAs, sometimes called Community Benefits Agreements, often result in union-only contracts for local projects. ABC should promote legislation to prohibit this, such as ABC National’s Fair and Open Competition Act, which would forbid state and local governments from either requiring or prohibiting mandatory union-only agreements. How important is this issue?
Project labor agreements: Prohibit the use of state funds on projects with mandatory PLAs. How important is this issue?
Construction reform: Ohio's construction bid law allows governments to "short list" construction managers without regard to price, and some say this allows "back door" PLAs. ABC should promote legislation to end this discriminatory intentionally exclusionary practice. How important is this issue?
Construction reform: Ohio’s 2011 Construction Reform law removed bidding on price and replaced it with a subjective alternative. ABC should promote legislative revisions that make bidding on public works more objective, price sensitive and transparent. How important is this issue?
Taxes/cost of business: Ohio currently charges sales tax on the complete cost of leased labor, including a sales tax on the payroll taxes. ABC should promote legislation ending the collection of the sales tax on leased labor. How important is this issue?
Taxes/cost of business: ABC should support legislation that prohibits income taxes to be levied on employees who work from home if their residence is not within the taxing authority of the government levying the income tax. How important is this issue?
Taxes/cost of business or regulation: A private sector prompt pay law is needed to ensure timely payments. ABC should support legislation to require project owners to pay contractors within 35 days of receiving an invoice. How important is this issue?
Regulation: Inspections by building departments are often performed poorly due to staff levels, lack of competence and/or favoritism. ABC should promote legislation to provide an expedited inspections appeals process that would be performed by the state at the contractor’s expense within 48 hours. How important is this issue?
Regulation: Legislation is expected to be reintroduced that will require all trucks with beds that raise to have audible alarms in the cab that sound whenever the bed is up. Should ABC support or oppose?
Regulation: Every two years legislation is introduced to license commercial roofing contractors. Should ABC support or oppose?
Regulation: Every two years legislation is introduced to license elevator mechanics. Should ABC support or oppose?
Economic development: Public private partnerships (P3s) are becoming more common as governments look for creative ways to finance public works. Should ABC of Ohio support P3s as long as they do not require prevailing wage or PLAs?
Right-to-work: All surrounding states except Pennsylvania are right-to-work states. ABC should actively promote and support right to work efforts to expand economic competitiveness in Ohio. How important is this issue?
Right-to-work: Hardin County Kentucky passed a local right-to-work ordinance that was upheld by the 6th District Court which includes Ohio, Michigan and Tennessee. Since Ohio is the only state in the 6th District that is not right-to-work, ABC of Ohio should recruit local governments to enact right-to-work initiatives. How important is this issue?
