Dear Chairman Davis, Attorney General Sunday, and Members of the Board of Pardons,

Thank you for your leadership and commitment to safety and justice in Pennsylvania as you consider commutation applications on July 10, 2025. I am writing to express my strong support for the commutation of Fidel Santiago.

Fidel was wrongfully convicted of murder in 1973 and has consistently maintained his innocence over the past 50+ years. I know that acceptance of responsibility is often a consideration in clemency applications, and I hope that Fidel’s innocence will not be viewed as a negative factor but rather as a demonstration of his integrity in standing by his principles.

Fidel has been a model prisoner. He has been active in the Latin American Cultural Exchange Organization, was a member of the Jaycees, and has participated in educational programs for reading and English as a second language. Fidel is beloved among his peers for running softball and baseball programs and competed on the SCI Graterford teams in those sports.

Fidel is fighting for his life. Fidel has suffered two strokes in recent years and was hospitalized in the recent outbreak of Legionnaire’s Disease at SCI Phoenix. Every day behind bars is a fight for his life. He now depends on a wheelchair, has difficulty breathing, and suffers from memory loss. He longs to spend his remaining years outside prison walls, with access to better health care and reunited with his loving family.

Thank you for your consideration. I hope that the Board will allow Fidel the opportunity to move through this process to a full hearing so he can express to you himself his readiness for a return to his family and community.
