Fill out this form to register as a foster with the Humane Society of Carroll County. After submitting the form, you will receive foster information by email for your review. Your registration will then be reviewed by our foster coordinator.

If approved, you will receive a confirmation email within three business days, along with the code needed to access our Foster Facebook group, where registered fosters are alerted to animals in need of care.

Foster Requirements:

• Must live within a 1-hour radius of HSCC at 2517 Littlestown Pike, Westminster, MD 21158

• Must be willing to bring your foster to HSCC for scheduled medical appointments

Humane Society of Carroll County, Inc. (HSCC) Foster Care Agreement

I understand and agree to the following terms while fostering animals for the Humane Society of Carroll County, Inc. (HSCC):

Ownership and Expenses

• I acknowledge that all foster animals remain the legal property of HSCC.
• Expenses I incur while caring for the foster animal may be deductible as charitable contributions. HSCC will not reimburse any expenses.

Medical Care

• All medical decisions and treatment plans must be approved by HSCC.
• Any veterinary appointments with partnered veterinarians must be approved and scheduled through HSCC.
• I assume responsibility to transport the foster animal for HSCC-scheduled appointments or make alternate arrangements with HSCC.
• Surgery Drop-Off: Foster animals scheduled for spay/neuter surgery must be dropped off at HSCC between 7:30 am and 8:00 am at 2517 Littlestown Pike, Westminster, MD 21158.
• I agree to bring the foster animal to HSCC at pre-arranged intervals (approximately every four weeks) for health checks, vaccinations, and/or deworming.
• I understand that the foster animal may not be altered, and I will act responsibly to maintain the animal’s safety and comply with all legal requirements.

Return of Animals

• I agree to return the animal to HSCC upon request or if I am no longer able to provide care acceptable to HSCC.
• Kittens without adopters must be returned within two weeks of spay/neuter surgery.

Adoption Procedures

• I will notify HSCC of any potential adopter to ensure proper paperwork and approval.
• Final adoption paperwork and payment must be submitted to HSCC within three days of finalizing the adoption.
• (Dogs only) I agree to attend at least one adoption event per month with my foster dog, if applicable, and will follow HSCC’s Facebook page or contact the canine coordinator for updated event information.

Animal Care and Handling

• Animals will be kept indoors at all times, except dogs during playtime or bathroom breaks.
• Cats will always be transported in carriers; dogs will be transported on a leash with a martingale collar.
• I will maintain awareness of the foster animal’s medical and behavioral needs and act responsibly at all times.

Liability and Indemnification

• I understand I assume sole liability if my personal animals become ill due to exposure to a foster animal. HSCC is not responsible for any medical expenses related to my personal animals.
• I agree to defend, indemnify, and hold HSCC harmless from any direct, indirect, or consequential damages that may result from this foster care arrangement.
• I accept full responsibility for the foster animal during the foster period.

Communication

• I will notify HSCC of any changes in my address, telephone number, or the health of the foster animal.
• I understand that animals may not be taken out of town without prior approval from HSCC.
