Rich Byrnes is Chief Infrastructure Officer at Port Houston, where he oversees more than $2 billion in physical assets and leads the Port’s capital planning, design, construction, and asset management programs. A member of Port Houston’s executive team, he plays a key role in long-term planning, sustainability, energy transition, grants, and corporate responsibility initiatives, including the Port’s 2040 and 2050 plans. His career spans engineering, operations, and consulting across the maritime, transportation, manufacturing, and energy sectors, with global experience working alongside Fortune 100 companies, governments, and state-owned enterprises. Byrnes holds two master’s degrees from MIT and currently teaches strategic management and organizational behavior, while serving on several boards and advisory groups focused on maritime innovation and workforce development.
