Julie White, NCDOT
As the N.C. Department of Transportation’s Deputy Secretary for Multi-Modal Transportation, Julie White oversees the Rail Division, Division of Aviation, Ferry Division, and Integrated Mobility Division, which includes Public Transportation, Bicycle and Pedestrian Transportation, and new mobility options. White manages approximately 800 employees and oversees annual expenditures of nearly $500 million. Under her leadership, the agency recently secured its largest federal discretionary grant in history—over $1 billion—to build the first leg of a new rail corridor between Raleigh and Richmond. White has over two decades of experience in state and local government. Before joining NCDOT, she served as the executive director of the North Carolina Metropolitan Mayors Coalition. She chairs the Southeast Rail Corridor Commission, which is spearheading the development of a high-performance rail system in the Southeast. Additionally, she serves on the Board of Directors of the American Public Transportation Association (APTA) and co-chairs the APTA Legislative Subcommittee on Commuter and Intercity Rail.
White's accolades include being named the WTS Triangle Chapter Woman of the Year in 2023, receiving the WTS Triangle Chapter Community Activist award in 2013, and the Triangle Business Journal Women in Business Public Policy award in 2011. During her seven year tenure at NCDOT, the multimodal divisions have won numerous awards for planning, innovation, and project delivery. White holds a Master of Public Administration from N.C. State University and a Bachelor of Arts degree from Michigan State University. She is a graduate of the American Association of State Highway and Transportation Officials’ National Transportation Advanced Leadership Institute, the Leadership North Carolina program, and the North Carolina Institute of Political Leadership. She resides in Raleigh with her family. |
