Port San Antonio - Talent & Technology Development & Integration

Port San Antonio is building the future defense industrial research campus by challenging traditional development strategies and creating unique spaces for industry, government, and academia to partner. The Port's campus is currently home to the greatest density of high-tech workers in the San Antonio metropolitan region, with forecasts to add over 10,000 new employees over the next decade. Garrett will discuss the Tech Port strategy, which guides the organization's development strategy and is fundamentally based around connecting people to opportunity.

Will Garrett

Vice President Talent & Technology Development & Integration


Garrett joined the Port team in 2019 to lead the strategic development of the organization's cybersecurity ecosystem. Today, he drives efforts that advance the growth plans of employers, educators, the public sector and startups across the campus. He also oversees the Port's operations and strategic activities at the Boeing Center at Tech Port.

Previously, he worked for more than 12 years as part of the Greater San Antonio Chamber of Commerce's executive team. There he led the Economic Development Department and oversaw key state, federal and military advocacy efforts. For five years he also served as Executive Director of Cybersecurity San Antonio — a chamber program accelerating the growth of the cyber sector in the region.

Concurrent with his service at the Chamber and Port, Garrett co-founded and ran a nonprofit cybersecurity incubator — Geekdom-based BuildSec Foundry — which helped launch six industry startups. He is also a past board member of startup accelerator Tech Bloc.

He currently serves as Board Chair for St. Andrew's School, board officer for the San Antonio Wave Swim Club and a member of the Valero Texas open Trailblazers.

Garrett received his undergraduate degree in communications and international studies from Texas Lutheran University (TLU) and holds a Master of Business Administration (MBA) degree from the University of Texas at San Antonio.
