Tensions and Opportunities Between the Disciplines of PM and SE

Dr. Tina P. Srivastava and Mark Kaufman, PMP, Co-Chairs INCOSE PM-SE Integration Working Group will compare project roles performed by program managers, systems engineers, and those performed jointly.

The disciplines of Program Management and Systems Engineering are inherently intertwined. To develop and deliver complex systems, all three sides of the "iron triangle" (cost, schedule, and scope) must be known, traded, and evolved in consideration of the others. When there is tension and confusion over the roles of program managers versus systems engineers, programs suffer from deadline overruns and failures. This presentation will discuss project roles performed by program managers, systems engineers, and those performed jointly. Success in these roles depends on strong collaboration. Sources of tension will be identified and ways to manage this tension discussed. This presentation will highlight the work of the PM-SE Integration Working Group.

Tensions and Opportunities Between the Disciplines of PM and SE

Dr. Tina P. Srivastava is an MIT-trained rocket scientist, entrepreneur, technology expert, author and the inventor of more than 15 patents. Her book, Innovating in a Secret World: The Future of National Security and Global Leadership, has received many accolades since its release, and Dr. Srivastava also regularly takes the stage at major industry conferences like the Harvard Social Enterprise Conference and Advanced Cyber Security Center (ACSC) Conference. She is also an FAA-certified pilot and MIT Lecturer. Her lecture on the fundamental knowledge and basic principles of airplane aerodynamics has garnered nearly 3 million views to date.

Dr. Srivastava’s numerous awards include the Inaugural David Wright Leadership Award for her contributions to system engineering, as well as the prestigious MIT Legacy Award for making a sustained and outstanding contribution to the MIT community. She is also actively involved with INCOSE (International Council on Systems Engineering), where she served on the Board of Directors for two terms. She co-chairs the PM-SE Integration Working Group. Dr. Srivastava earned her PhD, SM, and SB, all from MIT.

Mark Kaufman, PMP, has over 40 years’ experience in the management of IT systems development. He is currently MITRE’s Department Manager for Enterprise Program and Risk Management. Prior to working for MITRE, he was Vice President for Project Management for a Fortune 500 company. He has managed projects in support of child support payment processing, the Earth Observing System, and improving the quality of care for dialysis patients. Mark has served as a subject matter expert in the standup of numerous program management offices across the Federal space, a topic he spoke about at PMI Global 2018. He was also the lead systems engineer for the ground system and the data archive for the Hubble Space Telescope. Currently Mark serves and an Initiative Lead for the INCOSE PM-SE working Group looking at similarities and differences between the PMBOK and the Systems Engineering Handbook. Mark has a B.E. from Stevens Institute of Technology and a MSEE from the University of Maryland.
