About Foundations for Literacy

Foundations for Literacy is a one-of-a-kind, evidence-based literacy intervention designed specifically for early intervention and primary-aged elementary children who are deaf or hard of hearing (DHH). Targeted learning objectives include vocabulary, narrative skills, alphabetic knowledge, phonological awareness, and reading decodable words and short connected text. Each lesson includes strategies for differentiating instruction grounded in the science of reading which incorporate explicit, systematic, and sequential approaches to teaching phonemic awareness, phonics, vocabulary, fluency, and text comprehension and incorporate decodable or phonetic text. The lesson plans include guidance on how teachers can adapt lessons for sound-based or visual-based (fingerspelling) reading strategies. Teachers have successfully implemented Foundations for Literacy in classrooms and programs focusing on listening and spoken language, total communication (those that use both speech and sign to communicate with their students), and bilingual ASL/English communication. Classroom teachers typically implement Foundations for Literacy an hour a day every week for the school year. Itinerant teachers may adapt lessons in alignment with their students’ learning goals. Developed over ten years with the support of the U.S. Department of Education, research on Foundations for Literacy suggests it is effective in improving early language and literacy skills in children who are deaf or hard of hearing.


Hotel Accommodations and District Participation

RMTC-DHH is pleased to provide one hotel room for two nights per district for this training. This training is limited to two participants per district. If the district would like to send more than two participants, please have the additional participants fill out the waiting list. Participants are required to reserve their room using the booking link provided upon registration and reserve on their credit card. When reserving your hotel room, please ensure the selected dates are to check-in September 11 and check-out September 13. Please note that a temporary hold may be placed on your card at the time of booking or check-in. We recommended using a credit card rather than a debit card to avoid potential issues with holds affecting your available funds. Hotel stays will be transferred to RMTC-DHH’s master account upon check-in. Learning Objectives

Upon completion of this training, participants will be able to:

  • explain the difference between code-based and meaning-based literacy skills and identify instructional activities for each;
  • determine if a student should use sound-based phonology or visual (fingerspelling-based) phonology for reading connected text;
  • teach letter-sound correspondence and/or letter-handshape correspondence and teach the corresponding word recognition strategy strategies; and
  • use dialogic reading strategies to support student's pragmatic and expressive language development.

*Attendees must attend both training days in their entirety in order to receive their Foundations for Literacy kit and certificate of completion for the training. The kit building day is optional, but highly recommended.

Intended Audience

  • Florida early elementary (PreK-1st grade) itinerant and classroom-based teachers of the deaf/hard of hearing (DHH) 
  • Florida early interventionists working with students who are DHH in grades PreK-1

Trainer

Dr. Stacey Tucci’s experiences parenting her Deaf daughter forged the path for her work in the field of education. Dr. Tucci received her Bachelor’s in Early Childhood and Special Education, her Master’s in Deaf Education, and her Doctorate in the Education of Students with Exceptionalities with a research focus on intervention studies from Georgia State University (GSU). During her time at GSU, Dr. Tucci worked on two Institute of Education Sciences grants. She has published articles and chapters in research journals, trade/practitioner journals, and textbooks. She is a co-author of and the training director for Foundations for Literacy, an evidence-based, early literacy curriculum. Dr. Tucci has provided professional learning seminars and conference presentations across the United States as well as Australia, Canada, Ethiopia, France, Greece, Taiwan, and the United Kingdom. Dr. Tucci successfully led the statewide effort to develop Georgia's Deaf and Hard of Hearing Language and Literacy law (OCGA 30-1-5); she is the Executive Director of the Georgia Commission for the Deaf and Hard of Hearing. Dr. Tucci is the founder of Seeds Educational Management, an educational training and consulting company.

Inservice Points

If participants wish to earn inservice credits towards the renewal of a Florida Educator’s Certificate, it is recommended that they contact the school district’s professional learning office BEFORE beginning a course to verify the requirements that must be fulfilled. RMTC-DHH will provide a certificate upon completion of the course and submission of any follow-up activity requirements. The suggested inservice points for this training are up to 16 points based upon attendance and follow-up activities.


Follow-Up Activity

An additional one hour of inservice points may be awarded to participants who submit one recorded video teaching a Foundations for Literacy lesson for coaching.


RMTC-DHH is a special project funded by the State of Florida, Department of Education, Bureau of Exceptional Education and Student Services and through federal assistance under the Individuals with Disabilities Education Act (IDEA), Part B and IDEA Part B Trust funds and through an agreement with the Florida School for the Deaf and the Blind.


Activities and resources provided by RMTC-DHH are available to professional staff who are currently working with students who are deaf or hard of hearing in Florida.
