The model prioritizes timely repairs, with life-threatening deficiencies requiring immediate attention. The average income minimum set-aside provides affordable housing developers with greater flexibility by expanding the range of income levels that can be served within a development, helping projects remain financially viable while serving a broader community. While the concept offers important benefits, administering Average Income can present compliance challenges. This session will explore how Average Income works in practice, including recent IRS guidance and real-world insights from professionals who are implementing it in their developments.

Rich Antoine is a Multifamily Housing Inspector at New Hampshire Housing, where he conducts inspections across the state to support HUD compliance. He holds multiple INSPIRE training certifications and provides technical assistance to property partners and Asset Management staff.

Ted Cote, Stewart Property Management


Ted Cote is a 35-year veteran of Stewart Property Management, where he began his career in maintenance and developed a deep understanding of property operations. His expertise spans HVAC, carpentry, electrical, plumbing, and all aspects of general maintenance.

Attorney Cameron Shilling, McLane Middleton


Cameron Shilling is a director in his firm’s Litigation Department and chairs its Cybersecurity and Privacy Group. With more than 20 years of experience, he advises clients on data security, privacy, and complex commercial litigation matters. His work includes guiding organizations on regulatory compliance, risk management, and responding to data breaches and technology-related disputes.

Marie Poole, Easterseals NH and VT


Marie Poole has spent the past 40 years dedicated to the management and development of affordable housing in New Hampshire. She is the Senior Vice President of Property Management for Easterseals NH and VT, where she oversees property and facilities management across a diverse portfolio, including supportive and affordable housing, residential and treatment facilities, and community-based services.

Chris Schleyer, Elm Grove Companies


Chris serves as Principal and Head of Property Management at Elm Grove Companies, where he oversees the day-to-day operations of the property management and affordable compliance teams. He is a key member of the leadership team, helping guide the company's growth and strategic direction. Chris graduated magna cum laude from Florida Atlantic University.

Melanie Toscano, NH Housing


Melanie Toscano is a Portfolio Manager at New Hampshire Housing, where she manages compliance for the Low-Income Housing Tax Credit (LIHTC) program. Her work includes reviewing and submitting IRS Form 8823 and evaluating management experience for developer applications during the LIHTC allocation process.

Nina Lotman, NH Housing


Nina Lotman is a Portfolio Manager at New Hampshire Housing, where she manages compliance for HUD’s Performance-Based Contract Administration (PBCA) program and 811 Project Rental Assistance (PRA) programs. Her work includes overseeing management and occupancy reviews, rent adjustments, and contract renewals.

Bethany Grogg, NH Housing


Bethany Grogg serves as a Business Analyst at New Hampshire Housing, where she focuses on improving and maintaining systems that support operations and security. Her work includes managing and supporting HDS and other organizational software, leading projects, and advancing data analysis and process improvements. She collaborates closely with staff and external partners to enhance system performance and efficiency.

Virginia Larkin, NH Housing


Virginia Larkin is Manager of Multifamily Program Compliance at New Hampshire Housing, where she oversees compliance for programs including HOME, HOME-ARP, the Housing Trust Fund, tax-exempt bonds, and Risk Sharing. Her work includes quality control, regulatory oversight, and providing technical guidance to staff and partners.
