Rooftop Quality Assurance (RTQA) is an 8.0-hour course for professionals interested in performing observation services to assure the roof installation is consistent with construction documents and ownership requirements. The program includes thorough overviews of the major roof system assemblies which the professional observer will encounter when performing rooftop quality assurance services for ownership/design groups. The course includes in-depth descriptions of the observer’s roles and responsibilities for proven success in the field. RTQA is designed to cover all aspects of the rooftop quality assurance process, including differing roof installation conditions, and resolving issues that arise during construction and renovation. The course is ideal for roofing material manufacturers, general contractors, quality assurance observers, architectural and engineering field techs, and field inspectors.


At the conclusion of this session, participants will be able to:

  • Discuss potential pitfalls, and strategies to avoid potential pitfalls during the installation process, for each of the major roof system types. Expected outcomes include recognizing regional application installation procedures in differing locations. 
  • Explain installation and repair methods consistent with project-specific roof systems and assemblies.
  • Identify the most appropriate, major roof system components and subsequent roof selection recommended for systems located in varying geographical locations.
  • Outline mitigation strategies to common problems and deficiencies in roof systems and roof system installations. Develop an understanding of common problems inherent in each system and to recognize roof installation deficiencies in a timely manner. This understanding then translates into effective discussions with the contractor team to resolve important issues for clients and stakeholders.

Michel Paulin, RRC, RWC, REWC, RRO, REWOOttawa Branch Co-Manager & Principal, Fishburn Sheridan and Associates Ltd.



With over 20 years of experience, Michel Paulin is a seasoned expert in building enclosure design and management. As Ottawa Branch Co-Manager and Principal at Fishburn Sheridan and Associates Ltd., he provides leadership and technical expertise in roofing and exterior wall systems. Michel holds multiple industry certifications, including RRC, RWC, REWC, RRO, and REWO, reflecting his deep knowledge of roofing, waterproofing, and exterior walls. He has also played a key role in IIBEC, serving as President (2022-2023) of the Quebec Ontario Chapter and currently as Director of Education. Additionally, he is Vice-Chair of the Building Enclosure Symposium (BES) committee, contributing to professional development in the industry. Michel’s dedication to innovation, education, and best practices continues to shape the future of building enclosure consulting.

Gary Hamilton, P. Eng., RRC, RRO, Sr. Engineer, Fishburn Sheridan and Associates Ltd.


Gary joined Fishburn Sheridan and Associates, Consultants as a Senior Engineer in 2022 after retiring as the Technical Manager at the Master Roofers Guarantee of NB at the end of 2021. Gary has been practicing Roof Consulting for over 45 years, became an IIBEC (previously RCI Inc.) member in 2000, and attained his RRO designation in 2003 and his RRC designation in 2004. Gary has participated in several RCI/IIBEC committees including the RRO and RRC Exam Development committees, is a current member of the IIBEC Technical Advisory Committee, and has served on the IIBEC SOC board of directors for several years. Gary was the 2022 recipient of the CRCA Frank Ladner Award in recognition of technical contributions to the roofing industry and the CRCA.

Cancellation policy:

Should you wish to cancel your registration, refunds will be issued up to 30 days prior to the event and a $30 administrative fee will apply. Refund requests received at least 7 calendar days prior to the event, will be accepted and will be issued a 50% refund. After that time, no refunds will be permitted. "No Shows" will not receive a refund, however, substitutions are permitted at $25 fee.

Should IIBEC Quebec Ontario Chapter cancel the course, you will be notified the week prior. Notification is via email to the email address provided with registration.
