Ambassador Samantha Power will examine the evolving landscape of U.S. foreign assistance and international development in 2026. Drawing on her decades of experience in government and academia, Ambassador Power will explore the significance and global implications of the United States’ substantial withdrawal from global development and humanitarian assistance initiatives. She will also reflect on the responsibilities governments bear when making policy choices that affect the well-being of people around the world and offer lessons on why soft power matters in the current moment.

Ambassador Samantha Power

About the Speaker

Ambassador Samantha Power is the Anna Lindh Professor of the Practice of Global Leadership and Public Policy at the Harvard Kennedy School and the William D. Zabel Professor of Practice in Human Rights at Harvard Law School. From 2021 to 2025, under President Biden, she served as administrator of the U.S. Agency for International Development (USAID), where she led efforts to combat corruption and democratic backsliding, respond to humanitarian crises, and help countries adapt to climate change. Under her leadership, USAID expanded its nongovernmental partnerships, distributed 700 million COVID-19 vaccine doses in developing countries, and supported Ukraine’s economy and energy sector in the wake of Russia’s invasion.

Power previously served as a member of President Obama’s cabinet and the U.S. ambassador to the United Nations, following earlier work at the National Security Council. Prior to her career in the public sector, she was the founding executive director of the Carr Center for Human Rights Policy at Harvard Kennedy School and worked as a freelance war correspondent in the former Yugoslavia.

The Benjamin and Sylvia Slomoff and Judith Green Loose Lectureship in Conflict Resolution, sponsored by UMass Boston alumnus Ben Slomoff, is an annual event that brings together leading scholars and practitioners advancing the field of conflict resolution.
