The City of Charlotte has recently expanded the market area to all 100 NC counties for MBE and WBE firms certified with NCHUB.


Cost to attend is $15, but Certification with the City is FREE!

Meet Our Facilitators...

Kimberly S. Tibbs is a Certification Specialist, Lead with the City’s Charlotte Business Inclusion (CBI) Office. Her primary role is to assist small, minority and women owned firms as they become certified to compete for business within the City of Charlotte.


Mrs. Tibbs joined the City of Charlotte in 2009 as a Mayor’s Youth Employment Program (MYEP) staffer and soon thereafter began her tenure with CBI as a certification specialist. She has served in CBI for the past 14 years and helped thousands of businesses through the

certification process. One of her greatest joys is seeing a company she has certified successfully working in and around the Charlotte Area.


Mrs. Tibbs is a member of the American Contract Compliance Association and received her certification as a Certified Compliance Administrator in 2017. She graduated from Western Kentucky University with a Bachelor of Arts in Science in 2000 and began her professional career with North Carolina Southeast Economic Development Corporation.

Sheila Anderson currently serves as the Procurement Division Manager and Chief Procurement Officer for the City of Charlotte, where she has been leading and managing the city's procurement activities since October 2023.


In her role, Sheila oversees contract compliance and handles procurement for services, technology, commodities, construction, and public transit purchases, as well as managing P-Card and surplus property disposal. She is responsible for over $1 billion in annual spending, including grant funding, and works closely with various departments to ensure process efficiency and policy compliance.


Prior to this, Sheila served as a Senior Executive Procurement Consultant with Procurement Consulting Group from September 2017 to October 2023, where she led procurement transformation initiatives for local government agencies. She specialized in process improvement, strategic contracting solutions, and managed solicitation processes, including RFx documentation. Additionally, Sheila provided governance and oversight as a board member for Michigan First Credit Union for over 16 years, contributing to the successful operations of the $1 billion+ credit union.
