Workshop Description
This summer meeting will continue the discussion begun at the NHANRS Annual Conference in January 2026 on the use of GPS (GPS/GNSS). Many professionals are using GPS for mapping, including surveyors, engineers, and wetland scientists. Wetland scientists often locate their own wetland flags with a GPS unit and other professionals may rely on this mapping. But should they? We will dive into the use of GPS and look at important topics and use the instruments in the field. We will also have a talk discussing some of the similarities between the ethical rules for Wetland Scientists / NHANRS Members and NH Attorneys. This will include an overview of how NH Courts have decided certain questions regarding conflicts of interest, what it means to act as an agent or trustee under the applicable standards of conduct, and how a court or disciplinary body might interpret those duties.
Participants should be prepared to spend the entire workshop outside. Please bring suitable clothing, water, insect repellant, sun protection, and note taking materials. Expect some moderate walking/periods of standing during the field portion of the day. Program Instructors
Craig Bailey – Mr. Bailey has worked in the land development industry since the 1990’s, with experience in boundary survey, civil design, permitting, earth retaining structural projects, Low Impact Design, and GNSS Survey. He is a Licensed Professional Engineer, a Licensed Land Surveyor, a certified Septic designer and currently operates his family engineering practice in Gilford, NH. He has expertise in integrating all forms of data into land development projects, including how best to utilize traditional survey data and GNSS (GPS) data for boundary determination, topographical representation, and regulatory compliance.
Michael Carter – Mr. Carter began land surveying 21 years ago and has been licensed for 10+ years. In that time he has worked for several large and small survey firms in NH, and this spring, Michael started his own survey firm where he and his son work together. Most of Michael's time using GPS/GNSS has been with survey-grade equipment doing RTK & RTN survey work, but he has also used mapping grade hardware for some limited applications. His favorite use of GPS/GNSS each year is staking out the pattern for the corn maze at his friend's farm (Trombly Gardens) in Milford. Michael lives in Milford with his wife and their two kids.
Ethan Wood – Mr. Wood is a Managing Member of Normandin, Cheney & O’Neil, PLLC in Laconia, NH and is licensed to practice law in New Hampshire and Massachusetts. His practice focuses on land use, planning, and zoning issues and related litigation; condominium and homeowner association development and representation; and property and boundary issues and litigation. He also drafts and negotiates residential and commercial lease agreements and represents landlords in evictions. Prior to law school, Ethan worked as a healthcare consultant for 15 years identifying fraud, waste, and abuse in the healthcare system for state and federal healthcare payers. He has served on the Board of Directors for a number of non-profit organizations, including the New Hampshire Association for Justice, the Belknap County Bar Association, the Laconia Historical and Museum Society, and has also set up a number of local charitable entities around the Lakes Region and advises many more. He has a B.A. from Gettysburg College and a J.D. from New England Law | Boston.
