The Puerto Rico Advisory Committee to the U.S. Commission on Civil Rights will host a series of virtual panels focusing on the access to federal programs and the role of race and ethnicity in the relationship between Puerto Rico and the Federal government. These discussions are part of the Committee’s ongoing study on the Insular Cases and the Unincorporated Territory Doctrine and their impact on the civil rights of Puerto Rico residents. The panels will feature testimony from a range of experts offering diverse perspectives on the issue.

Committee Chair Andrés Córdova Phelps said, "The testimony received through these panels will be part of the subtopic 'Access to Federal Programs and the Role of Race and Ethnicity' in our study on the effects of the Insular Cases on the civil rights of Puerto Rico residents. We invite interested members of the public to attend and share their perspectives during the public comment session."

All panels are open to the public. Additionally, members of the public are encouraged to participate during an open comment session at the conclusion of each panel. The Committee seeks to gather public input on experiences and perspectives related to the Insular Cases and their impact on the civil rights limitations faced by Puerto Rico residents. Special attention will be given to the roles of race, ethnicity, and limited access to federal programs. Written testimony on this topic may be submitted to Victoria Moreno at vmoreno@usccr.gov until April 14, 2025. Individuals requiring special accommodations should contact ebohor@usccr.gov at least 10 days before the meeting. Meeting materials will be available on the Federal Advisory Committee Act Database.

El Comité Asesor de Puerto Rico de la Comisión de Derechos Civiles de los Estados Unidos organizará una serie de paneles virtuales centrados en el acceso a programas federales y el papel de la raza y la etnicidad en la relación con el gobierno de los Estados Unidos. Estas discusiones forman parte del estudio en curso del Comité sobre los Casos Insulares y la Doctrina del Territorio No Incorporado, así como su impacto en los derechos civiles de los residentes de Puerto Rico. Los paneles contarán con testimonios de una variedad de expertos que ofrecerán perspectivas diversas sobre el tema.

El Presidente del Comité, Andrés Córdova Phelps, dijo: “El testimonio recibido por medio de estos paneles formará parte del subtema 'El acceso a los programas federales y el papel de la raza y la etnia en la relación con el gobierno federal' como parte de nuestro estudio sobre los efectos de los Casos Insulares en los derechos civiles de los residentes de Puerto Rico. Invitamos al público interesado en asistir a compartir sus perspectivas durante la sesión de comentario público.”

Los paneles están abiertos al público. Además, se invita al público a participar en una sesión de comentarios abiertos al final de cada panel. El Comité desea escuchar las experiencias y perspectivas del público sobre los Casos Insulares y sus efectos en la restricción de los derechos civiles de los residentes de Puerto Rico. Se prestará especial atención a la falta de acceso a los programas federales y el papel de la raza y la etnia en la relación con el gobierno federal. También se aceptará testimonio por escrito sobre este tema sometido a Victoria Moreno, a vmoreno@usccr.gov, hasta el 14 de abril de 2025. Las personas que requieran acomodos especiales deben comunicarse con ebohor@usccr.gov por lo menos, 10 días antes de la reunión. Los materiales de la reunión estarán disponibles en la Base de datos federal de comités asesores.
