IRS Revenue Ruling 70-604


Revenue Ruling 70-604 allows homeowners associations to avoid taxation on excess association income if the membership elects to allow excess funds to be reinvested into the associations operating and reserve at the direction of the board of directors. To make this decision final, the association requires the approval of a majority of the homeowners voting on this issue once quorum is obtained.

BOARD APPLICANTS

Geoffrey Gagnon (Escalante)

Architectural Committee - 3 Years


My name is Geoffrey Gagnon, and I reside in the Escalante section of Mountain Bridge Community. I have lived here for over four years and have served on the ARC committee for more than three years to help maintain and improve the community according to the guidelines. I work as an interior design consultant and house flipper within the Phoenix area. I believe my experience will be beneficial as a board member for our community, particularly during these progressive times of change. My knowledge in my field keeps me informed about changes in various communities and globally, which can assist us in moving forward. I hope you will vote for me to continue supporting Mountain Bridge as we have established it. Thank you.

Ed Henan (Montabella)


I am a licensed Civil Engineer in the State of Arizona and Nevada. I retired in 2022 after selling my engineering business that I started in 2005. Prior to that, I have worked in the construction field since 1980. Some of the noteable projects that I managed were the SR-143 from the Salt River to McDowell, Loop 101 from Thomas Road to 90th Street, Loop 101 from I-17 to 56th Street, "The Stack" I-10 I-17 interchange, Sky Harbor Terminal 4 Roads and Bridges contract.

David Heler (Monterey)


Education: MBA in Finance 

Work Experience: Over 40 years in the energy sector working on workforce issues and strategic initiatives, focused most recently on carbon free energy solutions. My background is in planning, forecasting, and resource/organizational recovery. I have worked with some of the top energy providers in the US, as well as supported international energy providers through the United Nations International Atomic Energy Agency (IAEA). 


In my past career, I have managed department budgets in excess of $8 million dollars and was directly involved in a $1 billion organization turnaround/recovery project just before my retirement. I am asking for your vote for the MB Board of Directors to use my skills and expertise in managing our community in the upcoming years.

Kevin Klass (Monterey)

Landscape Committee Chair - 1 year; Board Member (Director) - 3 years


My wife and I are empty nesters. We have moved 3 times and are done moving. I am Vice President of Sales for an animal medical company. We enjoy travel and endevor to live our best lives. We attend Mountain Bridge events and are very involved in Monterey Christmas lighting and even started a Monterey Mountain Bridge beer tasting.

Board Member (Treasurer) - Since August 2024


-Over 40 years experience in banking, finance, risk management, and operational audit 

-Highly knowledgeable in the operations of an HOA, including finances, vendors, governing documents, and State Statutes

Patrick Mullen (Entrada)

Villas Committee - 2 terms; Entrada Social Committee - 3 years


Eight-year resident of Mountain Bridge. Worked for 38 years as a firefighter and paramedic, 17 years as a Chief Fire Officer. Experience with budget development and management, purchasing, capital project management, labor relations, contract negotiations, incident command, and strategic planning. Served on various boards (pension) and foundations (scholarship and research).    

Susan Smith (Lantana)


B.A. in Psychology- University of Virginia; M.A. in Clinical Psychology - George Mason University; Courses towards M.B.A - Pennsylvania State University


Business Analyst and Computer Software Consultant in the Utilities Industry - 28 years

Currently semi-retired; I work on computer software projects as I choose


Hobbies: 

Travel - My passion - I’ve lived in 5 foreign countries: Kuwait, England, Canada, France, and China. I’ve visited 72 countries all over the world; Favorites: Bhutan and Maldives

Walking - I try to walk 7,000 steps every day (per my Fitbit)
