Dorian DeBarr

CEO & President of Decide DeKalb Development Authority

Dorian DeBarr is a native of DeKalb County and a leader in advancing inclusive, market-driven economic development across Metro Atlanta. As CEO & President of Decide DeKalb Development Authority, he leads efforts focused on job creation, strategic investment, and catalytic redevelopment that strengthens the county’s long-term competitiveness.


Under his leadership, Decide DeKalb has facilitated more than $4 billion in capital investment and supported the creation and retention of over 14,000 jobs. His work emphasizes public-private partnerships and redevelopment

strategies that transform underutilized sites into vibrant, mixed-use destinations.

DeBarr has helped secure and advance major projects across DeKalb County, including investments from

companies such as UPS, TriNet, PepsiCo, and The Home Depot. He has also played a key role in advancing

transformative redevelopment efforts, including the Southwest DeKalb Tax Allocation District, which is driving

reinvestment along the Candler Road corridor and supporting projects such as the Candler Crossing

redevelopment, a Publix-anchored investment bringing new retail and essential services to South DeKalb, as well

as the Market Square TAD, supporting EDENS’ $843 million redevelopment of the former North DeKalb Mall site

into Lulah Hills.


Beyond his role at Decide DeKalb, DeBarr is an active civic and industry leader. He serves on the Urban Land

Institute Atlanta Advisory Board and on the Board of Directors for the Council for Quality Growth. He also serves on

the boards of Propel ATL and Atlanta Business League, and as Board Chair of Leadership DeKalb.


DeBarr’s leadership and impact have earned statewide recognition. He has been named to Georgia Trend’s 500

Most Influential Georgians multiple times, most recently in 2026, and was also honored as a 2026 Notable

Georgian. He is a Titan 100 honoree and a graduate of Leadership Atlanta (Class of 2026), Leadership DeKalb,

and the Regional Leadership Institute, where he has also participated in the LINK trip, exploring innovative

approaches to regional growth and infrastructure.

Randi Mason

Executive Vice President of Economic Development and Chief Operating Officer at Decide DeKalb Development Authority

Randi Mason serves as Executive Vice President of Economic Development and Chief Operating Officer at the Decide DeKalb Development Authority, where she leads strategic initiatives to attract jobs and investment to DeKalb County while advancing projects that strengthen DeKalb’s competitiveness in healthcare, advanced manufacturing, business services, and creative industries. 


With more than 20 years of experience in economic development across metro Atlanta, she is widely recognized for forging public-private partnerships that support sustainable, long-term growth.

Since joining Decide DeKalb in 2019, Randi and her team have facilitated the creation of more than 15,000 new jobs and secured over $4 billion in capital investment by aligning workforce development, redevelopment tools, access to capital, and state and local incentive programs to support business expansion and community revitalization.


Prior to Decide DeKalb, Randi served as Vice President of Economic Development for Invest Atlanta, where she specialized in incentive negotiation and economic development policy. Throughout her career, she has partnered with global organizations including PepsiCo, Norfolk Southern, BlackRock, NCR, UPS, Salesforce, and The Home Depot on major location and expansion decisions across metro Atlanta.


Randi's leadership and impact have earned her recognition in DCI and Jorgenson Consulting's Economic Development 40 Under 40 and the Georgia State University Alumni Association's 40 Under 40. She was also named as a Top 50 Economic Developer in North America by Consultant Connect in 2026. Randi is a graduate of the Atlanta Regional Commission Regional Leadership Institute, Leadership DeKalb, and ULI Atlanta’s Center for Leadership. She holds a Master of Public Administration degree in Management and Finance from Georgia State University and a Bachelor of Arts degree in Political Science from the University of Georgia.

Tiffany Wills

Vice President, Redevelopment and Strategic Initiatives

Tiffany Wills is a real estate executive with over 20 years of experience in commercial and residential development with an emphasis on creating master-planned, mixed-use, mixed-income communities. Her career began in 2002 as a residential sales agent, and she later joined Coldwell Banker’s NRT Development Advisors. In 2011, she founded Icarian Group, LLC, a commercial real estate consulting firm. While leading Icarian, she earned her Juris Doctorate and practiced law from 2013 to 2016.


Tiffany served as the SVP of Real Estate Development for the Atlanta Housing Authority from 2018 to 2022. She led a $1 billion strategic initiative to redevelop 180+ acres of vacant land into mixed-use communities, known as the "Big 6," which aimed to create 5,000+ new housing units. Tiffany executed a pipeline of 26 development projects, scheduled to deliver 3,279 units by 2028.


She played a key role in establishing a $66 million Co-Investment Program in partnership with Invest Atlanta and HUD, which provides gap financing for affordable housing developments. She also led the creation of Atlanta Housing’s new homeownership program to ensure long-term affordability for households earning up to 80% AMI for up to 20 years.


Tiffany currently serves as Decide DeKalb Development Authority’s Vice President of Redevelopment and Strategic Initiatives, where she administers the County’s 5 Tax Allocation Districts, the EPA Brownfield Revolving Loan Fund, and the upcoming $155M DeKalb County Housing Investment Bond program – the largest individual housing bond issuance in the State of Georgia. Tiffany collaborates with various stakeholders to lead and structure creative investment programs to support revitalization efforts and the preservation and creation of mixed-use mixed-income developments.

Dr. Katrina Young

Business Retention & Expansion Manager

Dr. Katrina Young serves as the Senior Business Retention and Expansion Manager for Decide DeKalb Development Authority, where she supports business growth, retention, workforce development, and job creation throughout DeKalb County.


She brings more than three decades of experience connecting education, workforce development, and economic growth to create opportunities for businesses and communities to thrive.


A respected leader in both education and economic development, Dr. Young previously served four terms on the Rockdale County Board of Education, including as Board Chair, and served as President of the Georgia School Boards Association. She also served as Director of Business and Industry and Continuing Education at Georgia Piedmont Technical College, leading workforce and economic development initiatives across multiple counties.


Dr. Young is a graduate of Georgia State University, a published author, and a sought-after speaker and panelist. She has been recognized with two honorary doctorates for her community leadership and service.

Claudio Eva Colichon

CEO of Colichon & Associates, LLC and Brookhaven Chamber Board Member

Claudia Eva Colichon is a seasoned strategist, public affairs professional, and

community leader with extensive experience in government relations, stakeholder

engagement, and strategic communications.


As CEO of Colichon & Associates, LLC, a public relations and strategic consulting firm based in Atlanta, Georgia, she advises elected officials, businesses, chambers of commerce, nonprofit organizations, and local governments on public affairs, community engagement, and communications strategy.


Deeply commited to civic engagement, Claudia serves as an advisor to the Mayor of Atlanta through The People United and previously served on the transition team of DeKalb County CEO Lorraine Cochran-Johnson. She is also a former Commissioner appointed to the Housing Authority of Fulton County, where she helped advance housing and community development initiatives.


Known for building meaningful partnerships across the public, private, and nonprofit sectors, Claudia specializes in connecting communities, organizations, and leaders to create a lasting impact and strengthen civic participation.
