How CLIHTF Can Help

In an effort to provide financial assistance to meet the housing needs of Chicago’s poorest residents, the Chicago Low-Income Housing Trust Fund (CLIHTF) offers the Rental Subsidy Program. The Rental Subsidy Program provides property owners with rental subsidies for income eligible tenants. The subsidies are paid directly to the property owner in a lump sum, three months in advance of each quarter.

Eligible Properties

CLIHTF is currently in open enrollment, which means that owners of qualified buildings or developments located in the City of Chicago can apply!

Eligible Tenants

The Chicago Low-Income Housing Trust Fund assists residents living in poverty, meaning their incomes do not exceed 30 percent of the area median income (AMI). Please view the 2022-2023 Income Limits above.

Housing Quality Standards

Each property must pass a Housing Quality Standards Inspection (HQS) before being approved for the Chicago Low-Income Housing Trust Fund's Rental Subsidy Program.

CLIHTF's Mission

The mission of the Chicago Low-Income Housing Trust Fund (CLIHTF) is to meet the permanent housing needs of very low-income Chicagoans. CLIHTF is the largest city-funded rental assistance program in the nation, providing rental subsidies in 55 of Chicago's 77 community areas.

For too many families, market rents are expensive and, for some, more than their household income. Nationally, more than three-quarters of households that earn less than $35,000 a year pay more than a third of their monthly income in rent. A CLIHTF rental subsidy supports these households by paying a portion of their rent directly to their landlord, so that they don't spend more than a third of their income on housing.
