Justin Hall is the District Secretary of FDOT’s District Seven headquartered in Tampa, Florida. As the District Secretary, Mr. Hall provides administrative oversight for the planning, development and operations for all transportation modes within District Seven’s five counties - Citrus, Hernando, Hillsborough, Pasco and Pinellas.

Mr. Hall is a graduate of the University of South Florida where he earned a Master of Business Administration.

Joining Justin Hall, will be Smitha Radhakrishnan, Chief Development Officer of Tampa International Airport, and Greg Slater, Chief Executive Officer of Tampa Hillsborough Expressway Authority (THEA).

Smitha Radhakrishnan joined the Hillsborough County Aviation Authority on Feb. 26, 2024, to lead TPA's Planning & Development & Maintenance teams.

Radhakrishnan has overseen complex infrastructure capital programs, commercial real estate investments, and associated capital fundraising functions for both private and public sector entities. She is a proven thought leader in shaping and advancing sustainability and decarbonization programs.

Greg Slater has served as the CEO/Executive Director of the Tampa Hillsborough Expressway Authority (THEA) since Feb. 2021.

Throughout his career, Greg has demonstrated extensive expertise in overseeing large-scale transportation networks and managing a diverse portfolio of public infrastructure. He is a proven leader with a deep understanding of the complexities of multimodal transportation systems.
