Manhattan Community Board 10 "10 Talks Tech" conference brought together a diverse group of speakers that discussed technology innovations, trends, and concerns. Speakers addressed topics that touch on technology’s effects on cyber security, fintech, health and wellness, gaming, artificial intelligence, virtual reality, sports, community activism and more. The conference explored the power of technology!

Manhattan Community Board 10 - Economic Development Communications & Technology Committee The committee works to encourage and support existing businesses and future commercial business, understanding that one of the key elements of a thriving community is flourishing business and equal opportunity. The Committee works with the developers, business improvement districts, merchant associations and government agencies to foster the creation and retention of small, locally based businesses by creating a business friendly environment in Central Harlem that increases the commercial and retail opportunities. Additionally, the Committee is tasked with reviewing and issuing recommendations on NY State Liquor Authority liquor license applications and the Department of Consumer Affairs Sidewalk Café applications. Hon. Marquis A. Harrison

Chairperson - Manhattan Community Board 10



Marquis A. Harrison is the Chairperson of Manhattan Community Board 10. Prior to serving as Chair, he served as 1st Vice Chair of the Board, Parliamentarian, Chair of the Bylaws Taskforce, and Vice Chair of the Education, Youth, and Libraries Committee. Marquis is an educator at the Frederick Douglass Academy and works with the United Federation of Teachers. He has distinguished himself as a focused, effective lobbyist for the union and a strong voice for children throughout the city.

Hon. Charles Johnson Esq. serves as 2nd Vice Chair to Community Board 10 in Central Harlem and is as member of Economic Development & Technology Committee and the Public Safety Committee. Charles is a 2019 NAACP Nextgen graduate and member of the Mid-Manhattan NAACP Branch in New York where he serves as chair of the Economic Committee and on the Executive Committee of the NYS NAACP Conference. He is an HBCU graduate of Fort Valley State University with a Bachelors of Art degree in Political Science, Magna Cum Laude and a member of Alpha Phi Alpha fraternity.

Hon. Dr. Cheryl Smith serves as Chair to the Community Board 10 Economic Development, Technology & Communications commnittee and is a practicing physician and the co-founder of Marcus Meets Malcolm, not for profit organization.  Dr. Smith is dedicated to working with poor, disenfranchised and medically underserved communities; connecting communities to health services, mobilizing prevention efforts and promoting medical education.


Hon. Shawn Brannon serves as a Boardmember at Manhattan Community board 10 and a member of the Economic Development and Housing Committee

Hon. Shawn Brannon is an esteemed entertainment professional with over three decades of experience. Starting at Sony Music and working with So So Def Recordings, he has played instrumental roles in securing airplay for artists and developing marketing strategies. A proud graduate of Clark-Atlanta University, Shawn is also dedicated to mentoring youth in the community and the entertainment industry.

Manhattan Borough President Mark Levine was elected in 2021. A former bi-lingual math and science teacher and the founder of Neighborhood Trust Federal Credit Union. Prior to becoming Manhattan Borough President, Mark spent eight years in the New York City Council, representing District 7 –covering West Harlem/Hamilton Heights, and Morningside Heights. Mark has been a leader in New York City for tenants rights, public health, and equity in our schools, transit, parks, and housing.

Nsikan Akpan is the digital science producer for PBS NewsHour and co-creator of the award-winning, NewsHour digital series ScienceScope. He holds a doctorate in pathobiology (Columbia University) and is an alum of the science communication program at the University of California, Santa Cruz. Nsikan served on the board of the National Association of Science Writers from 2016 to 2019. Website

Curtis Archer has served as President of the Harlem Community Development Corporation since 2006. He sees his role as essential in enhancing the economic climate for both businesses and residents in the Greater Harlem community. He began his career in community development in the New York City Office of Business Development under Mayor David Dinkins, as a Development Manager in the Neighborhood Development and Commercial Revitalization Program. Clayton Banks is the CEO of Silicon Harlem whose goal is to combine technology and innovation with affordable connectivity that can enable a sustainable economic engine in emerging communities across the United States.Under his leadership, Silicon Harlem has attracted over $50 million dollars into upper Manhattan for advanced infrastructure research and test bedding. Mr. Banks has positioned Upper Manhattan as a tech and innovation hub that is one of the fastest growing areas for tech startups, entrepreneurs, and companies.

Led Black is a Writer. Storyteller. Filmmaker. Social Media Strategist. Paradigm Shifter. Led is the founder and editor-in-chief of the Uptown Collective as well as the Social Media Director for The New York Latino Film Festival and the Social Media Manager for The West Harlem Development Corporation, The Northern Manhattan Arts Alliance and Little Dominican Republic. Led has performed on a Moth MainStage alongside Lin-Manuel Miranda and Quiara Alegría Hudes to close out the 2021 Uptown Arts Stroll at the United Palace. CR Capers is the Founder and CEO of Harlem Film House, a 501(c) (3) corporation that turns artists into creative entrepreneurs by providing access to industry resources and opportunities with a focus on business development & strategy. In her role as Executive Director, CR creates and produces film & music festivals and operates year-round workshops, theatre productions and live events, while also offering business consulting to filmmakers and content creators in underserved communities around the world. Wole C. Coaxum is a Founder and Chief Executive Officer of Mobility Capital Finance, Inc. (“MoCaFi”). MoCaFi is a start-up financial technology company that leverages mobile technologies, data analytics and digital strategies to improve the financial behaviors of underbanked communities. Our goal is to move people away from high cost alternative financial services products, e.g. payday lenders, check cashiers, pawn shops, etc., and into the financial mainstream, so communities can live healthy and productive financial lives. Verta Maloney is all love with appropriate doses of rage. She is a founder, dreamer, storyteller, mama warrior and anti-racism facilitator. Verta has designed, managed, and delivered learning experiences and programs. Verta co-founded the*gamerHERs in 2020, a women-led media company and community dedicated to amplifying and centering the voices of women and femme-identifying folks who game. Verta is a board member and founding team member at Civics Unplugged where she supports the growth and development of exceptional generation z leaders as they become the civic superheroes their communities and our democracy need. Octavius Moore is the Director of Partnerships at Tech:NYC. He has worked on partnerships with a myriad of startups and agencies, directly impacting their bottom lines, and helped catapult one of those agency startups to rank 126th on Inc’s 5000 fastest growing companies in 2017. He is an executive committee member and chair of the technology committee for the NAACP New York State where he advocates for technology and digital literacy in communities of color. Website

Robert Poncé is founder and CEO of Whatznext Academy, an online learning platform. Whatznext Academy’s mission is to provide its students with actionable knowledge for creating and maintaining sustainable online businesses. Mr. Poncé is a co-founder of Harlem Emergency Network, an organization that promotes emergency preparedness and emergency communications in Harlem and Upper Manhattan. Website

Cy Richardson is Senior Vice President for Programs at the National Urban League, the nation's oldest and largest community-based movement devoted to empowering African Americans to enter the economic and social mainstream. He is also a member of the League’s Executive Leadership Team. Cy is a recognized and respected expert on housing and community development, job creation and racial equity and is a sought-after thought leader on issues related to building a more inclusive economy. Kelvin Sparks Sr. is a native New Yorker who attended both public and private schools. He holds a bachelor’s degree in Applied Mathematics and Biology from Brown University. Founder of Quant Brain LLC, Kelvin provides consultancy services to major hedge funds and asset managers. With a passion for education, Kelvin has taught python programming, data analytics, and machine learning at CUNY City Tech, Code Immersives, and SAM Consulting. Jeremy Glickman joined the New York County District Attorney’s Office in 2002 and was assigned to Trial Bureau 30, where he prosecuted and tried numerous cases, including those involving domestic violence, assault, burglary, robbery and murder. Jeremy was one of the original members of the Identity Theft Unit when it was formed in 2006.  In 2010, Jeremy was appointed as Deputy Bureau Chief of the Cybercrime and Identity Theft Bureau, and in 2018, Jeremy was also appointed as Counsel to the Investigation Division. During his tenure at the Office, Jeremy has investigated and prosecuted hundreds of identity theft and fraud related cases, including those involving credit card skimming, forgery, online retail fraud, cyber-stalking, bank fraud, money-laundering, and computer crimes. Prior to joining the Office, Jeremy was a private investigator with Kroll Associates, working in New York and Mexico City. Jeremy received his undergraduate degree from Earlham College and his J.D. from Brooklyn Law School. Red Truss is a Harlem transplant, filmmaker and activist from Anniston, Alabama. He graduated from Morehouse College and currently attends Columbia University's Film Program where he's receiving an MFA in Creative Producing. Last year, Truss created "New Harlem Project", a community initiative that partners with local organizations to bring new life, new businesses and new resources to Harlem's community. New Harlem Project utilizes new technologies to build an organic following and create innovative engagements. Their social media presence has brought attention to community issues such as gentrification, gun violence, drugs, educational resources and homelessness. Website

Odette Wilkens is President & General Counsel of a non-profit, Wired Broadband, Inc., in New York City focusing on safe technology for the public. Odette is also a technology transactional attorney, practicing for over 20 years representing some of the largest multi-national corporations in entertainment, finance and technology. She began her legal career at the boutique technology law firm of Brown Raysman Millstein Felder & Steiner. Odette’s a native New Yorker, a graduate of Brooklyn Law School, Stern Graduate School of Business at NYU for her Finance MBA, and Barnard College affiliated with Columbia University. Website
